效 xiao 犬 quan 马 ma 之 zhi 劳 lao – Rely on a dog and a horse.
The phrase comes from two 'miraculous' stories where a dog protected his drunken master who was in danger of dying in a fire and a horse which rescued its General who had fallen over a cliff.
The phrase is used to describe one who serves faithfully.
To be sure, this kind of worker is indeed hard to find any more in companies, especially where the owner, managers, bosses are unreasonable.

A better translation for “效” is perform. This phrase is usually used to describe the performing or giving of a service, not the receiving, nor the dependence, on the service.
