Survival of the fittest – How many mobile phone makers are there in China?

Despite the fact that sales of Chinese mobile phones are beginning to fall, the National Development and Reform Commission (NDRC) in China recently gave licenses to four mobile phone manufacturers bringing the total number in the country to 82.
In order to get a license a mobile phone company must produce 1 million or more devices.
82 x 1 million = a lot of phones.
How can anyone decide which of 82 types of anything they want? Is it possible?
I remember going back to America after spending five years in Japan. When I went to a grocery store I was astounded to see how many different kinds of bread there were, cereals there were and so on.
I could NOT make up my mind and went home empty handed.
When is there too much variety?
