Beijing Has a Character Change

Beijing recently approved its 11th five year plan. That is for the past 50 years they have been on a mission, with a plan.

Not any more. Now they have a framework or a blueprint for the future.  Does this mean Beijing lacks or has grown in confidence? I am not sure.

Until now it is been a wu nian ji hua. Now it is a wu nian gui hua. The ji and the gui are different. So are the meanings.

The goals for the next 5 years.

1. Double 2000’s per capita gross domestic product.

2. Use energy more efficiently.

3.  Raise the incomes of the 1 billion other Chinese that don’t live in the city.

Lofty goals, eh?

About half of China’s economy is now private. Beijing has less control. Can they still acheive such goals?

    The key objective of the 11th 5-Year Plan is to maintain stable economic growth with fair wealth distribution between the rich and the poor. It sounds a bit lofty!

    The government in China can manipulate local business activities by introducing different laws and regulations.

    Fairness is key to stability. If they can reach out to the peasants with a BIG ARM…they might have a chance.
