North Korea Wants to Normalize Relations with Japan

There are 3 Conditions to Normal Relations between Japan and North Korea.
It's also abundantly obvious that North Korea needs Japan much more than Japan needs anything North Korea has to offer.
The South Korean Prime Minister relayed to Japan's PM Fukuda that North Korea wants to normalize ties with Japan.
The two PMs met on the sidelines for about 50 minutes during the Association of Southeast Asian Nations.
Fukuda told Roh that Japan will help out North Korea with economic assistance
once issues are resolved about:
1. nuclear weapons
2. abductions
3. missiles
Not too much hope for the relationship in the near future I'm afraid.
