"I just ordered relevant ministries to study specific measures to strengthen support to Afghanistan, including supplementary budgetary plans," said a chief government spokesma.

Japan is also considering, more funding for "disbanding of illicit armed groups in the border region between Pakistan and Afghanistan whereAl-Qaeda is said to be increasing its influence."
Another alternative is for Japan to increase aid to Pakistan, a frontline ally in the 'war on terror.'
It is easier for Japan to spend more/less money than to increase its military role.
Japan renounced the right to wage war as part of its new consitution imposed on the country by the United States after WWII.
